RESOLUTION 2-16-2016 - Regarding Maximum Teacher Time Spent on Teacher-Student Face-to-Face Instruction

RESOLUTION OF THE BOARD OF EDUCATION
OF

DOUGLAS COUNTY SCHOOL DISTRICT RE-1

REGARDING MAXIMUM TEACHER TIME SPENT ON
TEACHER-STUDENT FACE-TO-FACE INSTRUCTION

 

WHEREAS, Colorado is a local control state, where local school boards are constitutionally granted broad discretion in setting curriculum and standards for the instruction of their students; and

WHEREAS, a recent district staff survey indicated that 93% agree that their evaluator collaborates to set professional goals; and

WHEREAS, 85% of teachers who participated in the survey agree that there is collaborative creation of the school's vision and plan for continuous improvement in the best interest of our students; and

WHEREAS, 62% of teachers who participated in the survey  would not highly recommend the district to others and a follow up survey indicated that one of the top three reasons was the amount of evidence required to submit for CITE; and

WHEREAS, the board's goal is to maximize quality instructional time for all students, and minimize tasks that detract from this goal, specifically those tasks that negatively impact face-to-face instructional time;

NOW THEREFORE, BE IT RESOLVED, the board directs the superintendent to conduct an investigation and provide information on the following:

  • how teacher time is spent outside classroom instruction on requirements as either mandated by the school, the district, the state of Colorado, or the federal government;
  • the amount of teacher time spent on professional development and in-service days;
  • the amount of time currently allocated to teachers for planning activities and how that time is currently used;
  • the amount of teacher time spent administering state required testing.

BE IT FURTHER RESOLVED, that feedback for this study should be collected as unobtrusively as possible, allowing for open-ended responses, construction of survey questions that are first vetted by a group of teacher representatives and securing anonymity of survey participants while ensuring the integrity of the results by having proper controls in place that prevent any participant in the study from responding more than once.

BE IT FURTHER RESOLVED, the superintendent shall also investigate and brief the board on the amount of time district staff spends preparing for board meetings and responding to individual board requests; the report shall include a breakdown of time spent on each specific request. This report shall be updated quarterly by the superintendent. The results of this study should allow for open-ended responses on board requests for info1mation and ways to improve that process.

BE IT FURTHER RESOLVED, until this study has been completed, the superintendent and her team will ensure that any new district-directed "initiative" or project that is not required by board policy, local, state or federal law and that impacts instructional time with students is optional for all DCSD teaching staff.
