RESOLUTION 9-15-2015 - Concerning a Charter Contract Between the Douglas County School Board and Parker Performing Arts School

RESOLUTION OF THE BOARD OF EDUCATION
OF

DOUGLAS COUNTY SCHOOL DISTRICT RE-1
CONCERNING A CHARTER CONTRACT
BETWEEN THE DOUGLAS COUNTY SCHOOL BOARD

AND PARKER PERFORMING ARTS SCHOOL

 

WHEREAS, on June 2, 2015 the Douglas County School District (DCSD) Board of Education approved a Conditional Resolution approving the charter application of Parker Performing Arts School ("Parker Performing Arts"), which resolution contained a number of terms and conditions for contract approval; and

WHEREAS, the resolution adopted by the DCSD Board included certain performance milestones and other conditions to be met in connection with a five (5) year contract, which are hereby incorporated into this contract resolution; and

WHEREAS, Parker Performing Arts is in the process of complying with the terms of the Conditional Resolution, and is continuing to collect letters of intent and seeking a location for a permanent facility; and

WHEREAS, Parker Performing Arts has applied for the Federal Charter School Support Program startup grant, which requires that the recipients have an executed charter contract in order for federal funds to be disbursed;

NOW, THEREFORE, BE IT RESOLVED by the Douglas County School Board that the Parker Performing Arts School Charter Contract (attached hereto) is hereby approved for a five­ year period with certain academic, operational and financial milestones, to include the following:

  1. Parker Performing Arts must maintain a rating of Performance on the CDE School Performance Framework (SPF) and must make adequate progress in addressing any identified growth gaps. Failure to do so will trigger a DCSD staff contract review in the fall of each contract year.
  2. The Parker Performing Arts board will undergo a strategic planning session no later than September 30, 2015 to update the Parker Performing Arts Strategic Plan, and will adopt a three-year strategic plan for 2015-2018 to be shared with the District and Parker Performing Arts parents.
  3. The Parker Performing Arts board will ensure timely and accurate financial reporting to the District and will ensure compliance with Colorado financial transparency law, including the posting of all school financial information and audits on the Parker Performing Arts website in a timely manner.
  4. Parker Performing Arts will provide evidence to the District of a fully staffed and functional SAC by providing copies of monthly SAC minutes to district staff, beginning September 2016 and posting said minutes on the school website.

BE IT FURTHER RESOLVED that in the event any of these aforesaid milestones or any of the conditions set forth in the Conditional Resolution of June 2, 2015 are not timely met by the Parker Performing Arts board, District staff may undertake a review of Parker Performing Arts governance and operations and may recommend such modifications to the contract and/or Parker Performing Arts policies as will ensure timely compliance with the milestones.

BE IT FURTHER RESOLVED that this decision be communicated to Parker Performing Arts High School as soon as practicable.
